In Det hände i Berlin (1948), a congressional committee travels to occupied Berlin to investigate the morals of American soldiers. Congresswoman Phoebe Frost is shocked by the evidence of human frailty she encounters during her visit. She hears rumors that Erika, a cafe singer and former mistress of a wanted war criminal, is being protected by an American officer.

Disturbed by these allegations, Congresswoman Frost enlists the help of Captain John Pringle to locate the officer responsible for Erika's protection. Little does she know that Pringle is actually Erika's lover, creating a complex and tangled web of relationships.
